General terms and conditions for using the free medical transportation services provided by Taxi Gratis Association.

1. Definitions and General Information
Taxi Gratis Association ("Organization", "we", "our") is a non-profit organization established in 2013, headquartered in Bucharest, Romania, providing free medical transportation services for people with disabilities and mobility issues.
Definitions:
- Services: free medical transportation and related services provided by our organization
- Beneficiary: person who uses our transportation services
- Website: www.taxigratis.ro and all associated subdomains
- Volunteer: person who provides services for the organization without remuneration
2. Eligibility Conditions
2.1 Eligible Persons
Our services are primarily intended for:
- Persons with permanent or temporary physical disabilities
- Wheelchair users or persons with severely reduced mobility
- Elderly people with mobility issues and low income
- Persons with income below the poverty line with medical problems
- Special social cases evaluated individually
2.2 Exclusion Criteria
We do not provide services for:
- Persons who can afford commercial transportation costs
- Transportation for non-medical activities (recreational, shopping, etc.)
- Situations requiring SMURD ambulance services
- Transportation for expensive private elective medical procedures
2.3 Coverage Areas
Services are available in Bucharest Municipality (all sectors) and the main cities in Ilfov County.
3. Services Offered
3.1 Types of Transportation
- Scheduled medical transport: for consultations, tests, treatments
- Adapted transport: for wheelchair users
- Emergency transport (non-SMURD): medical situations requiring rapid transport
- Elderly transport: with special assistance
3.2 Service Limitations
- Services are free but depend on volunteer and vehicle availability
- We do not guarantee immediate availability for all requests
- We prioritize urgent cases and persons with severe disabilities
- We do not provide medical services - only transportation
4. Request Process

4.2 Required Documents
- Valid identity card
- Medical appointment or doctor's referral
- Disability certification (if applicable)
- Proof of low income (if requested)
- Self-declaration regarding financial situation
4.3 Response Time
- Medical emergencies: immediate response (if transport is available)
- Scheduled requests: confirmation within maximum 48 hours
- Email requests: response within maximum 24 working hours
5. Beneficiary Obligations
5.1 Before Transport
- Provide correct and complete information
- Report any scheduling changes with minimum 2 hours notice
- Have necessary documents readily available
- Report any medical issues that may affect transport
5.2 During Transport
- Follow the volunteer driver's instructions
- Wear seatbelt (when possible)
- Maintain civilized behavior
- Do not consume alcohol or illegal substances
- Do not smoke in the vehicle
5.3 Cancellations and Modifications
- Transport cancellation must be made with minimum 2 hours notice
- For repeated cancellations without reason, service may be temporarily suspended
- Time modifications must be requested with minimum 4 hours notice
6. Liability Limitation
6.1 Organization's Liability
Taxi Gratis Association assumes responsibility for transportation services within legal limits, but excludes liability for:
- Delays caused by traffic, weather, or force majeure
- Medical problems occurring during transport
- Damage to personal belongings during transport (except gross negligence)
- Medical consequences of delays to medical appointments
6.2 Insurance
Vehicles used have mandatory RCA insurance. For special situations, we recommend beneficiaries have valid medical insurance.
7. Data Protection
We collect and process personal data in accordance with our Privacy Policy and in compliance with GDPR. Data is used exclusively for service provision and is appropriately protected.
8. Service Suspension and Termination
8.1 Reasons for Suspension
- Inappropriate behavior toward volunteers or other persons
- Providing false information about medical or financial situation
- Repeated cancellations without justified reason
- Repeated violation of these terms
8.2 Suspension Procedure
Before suspension, the beneficiary will be warned and will have the opportunity to explain. Suspension may be temporary (30-90 days) or permanent for serious violations.
9. Complaints and Dispute Resolution
9.1 Complaint Procedure

- Serious complaints are investigated by organization management
9.2 Mediation and Arbitration
For disputes that cannot be resolved directly, we encourage mediation. As a last resort, disputes will be resolved by competent courts in Bucharest.
10. Terms Modifications
We reserve the right to modify these terms with 30 days' notice. Important changes will be communicated via email and on the website. Continued use of services after modifications constitutes acceptance of the new terms.
11. Final Provisions
11.1 Applicable Law
These terms are governed by Romanian law. Any disputes will be resolved by competent courts in Romania.
11.2 Severability
If any provision of these terms becomes invalid or unenforceable, the remaining provisions remain in effect.
